Manager of Commercial, Industrial, and Multifamily Energy Efficiency Programs

David returned to the City of Austin 6½ years ago, where he started his career 32 years earlier in energy code enforcement and commercial/ municipal energy efficiency. In between his employment with the City of Austin, he worked as a consulting engineering, primarily in energy efficiency consulting and design. At Austin Energy, David has been a field representative, performing energy audits and recommending rebate opportunities; a support engineer, consulting with customers on energy efficiency opportunities, calculating custom technology rebates, and evaluating new technologies; and finally as the manager of commercial, industrial, and multifamily programs, managing a staff of nine, developing new programs, and increasing participation through outreach and process improvements.


David holds a MS degree in Mechanical Engineering and a MPA in Public Affairs from the University of Texas at Austin.



Mark Jordan

Austin Water Utility

Water Conservation Division


Mark Jordan currently serves as a Conservation Program Coordinator, Water Conservation Division, with the Austin Water Utility.   He joined the city in August of 2011. Prior to working for the City of Austin, he was the Manager for River Operations for the Lower Colorado River Authority for 11 years. 


Before coming to the LCRA, he worked for the Texas Water Commission and Texas Natural Resource Conservation Commission for almost 15 years as an attorney and then policy director for the state’s water rights, water quality and water utility programs.
