McConnell Slow-Walks Health Bill in Senate

Elevator Flooring

elevator graphicThe common practice of flooring in an elevator cab being installed, or altered, by companies that are not Licensed Elevator Contractors, or a subcontractor to a Licensed Elevator Contractor is a violation of the Elevator Safety Law (Health and Safety Code, Chapter 754) and the Elevator Safety Administrative Rules (Texas Administrative Code, Chapter 74) and it must stop.

In the State of Texas, including the City of Houston’s jurisdiction, any person who performs the installation, alteration, testing, repair or maintenance of an elevator, escalator, or *related equipment is required to be an employee of a registered State Licensed Elevator Contractor, or subcontractor to a Licensed Elevator Contractor #7540171(Sec. 754.0171). An alteration to the interior, including flooring, of an elevator is included in this requirement.

If a building owner or owner’s agent authorizes work to be performed that does not comply with the Law and Rules, legal action can be taken, by the Department, against the company performing the work and the building owner, which can lead to prosecution resulting in an injunction and/or civil penalties.

a) automatic equipment that is used to move a person in a manner that is similar to that of an elevator, an escalator, a chairlift, a platform lift, an automated people mover operated by cables, or a moving sidewalk; and

b) hoistways, pits, and machine rooms for equipment.
